the kvb technology did use 27 mhz carrier frequency putting beacons in center of track. abb adapted system later swedish ebicab train protection system. telegram types of system related tvm train protection system started decode 27 bit word (27 out of 27 frequencies) digital signal processor in tvm-430. kvb single balise transmission had 12 bit allowed 2 5 balises in balise group providing 24 80 bit of signalling information. of patents on encoding held gec alsthom. abb extend telegram size 12 bit in ebicab 700 180 bit in ebicab 900 (after encoding 255 bit) used in mediterranean corridor in spain. in time ansaldo adopted balise type digital evolution of italian scmt becoming second supplier balise type other railways. these balise types later collectively named ker balises usage in kvb, ebicab , rsdd (ripetizione segnali discontinua digitale).

siemens published report showing advantages of balise technology railway operations in 1992 , in fall of 1995 delivered prototypes of siemens type s21 eurobalise. abb, alsthom , ansaldo did cooperate in development , s21 balise along other eurobalise prototypes tested july october 1996 @ velim railway test circuit , austrian railways test lab (forschungs- und prüfzentrum arsenal).
the eurobalise fffis (form fit function interface specification) introduced ermts range of specifications subset-036. foreword describes specification based on results of eurosig consortium (acec transport, adtranz signal, alcatel sel, ge c alsthom transport, ansaldo trasporti, csee transport, sasib railway, siemens, , westinghouse signal) got financial support european commission. eurosig formed after initial eurobalise/euroloop project 92/94 leading actual ertms/eurosig project 95/98 supported parallel emset project 96/00 (testing eurocab specification).
when eurosig project had ended etcs still not ready real world application. 1998 saw formation of unisig (union of signalling industry), including alstom, ansaldo, siemens, bombardier, invensys , thales take on finalisation of standard. first baseline specification has been tested 6 railways since 1999 part of european rail traffic management system railway companies defined extended requirements added etcs including telegram packet types rbc-handover , track profile information - resulting class 1 version 2.0.0 specification of etcs published in april 2000.
