the august 1938 shipbuilding plan envisioned total of 15 project 23-class battleships, , grandiose scheme revised downward 14 ships in august 1939 plan. 8 of these laid down before 1942 , remaining 6 before 1947. however, 4 laid down before outbreak of world war ii forced soviets reassess ambitious plans. on 19 october 1940 order issued, signed stalin , molotov, no new battleships laid down in order concentrate on smaller ships building (and also, probably, because more resources required army), 1 ship scrapped, , priority should given 1 of 3 remaining battleships.

machinery problems delay ships past intended delivery dates of 1943–44. 3 turbines delivered brown boveri in 1939 arkhangelsk sovetskaya rossiya, kharkhovskii turbogenerator works never completed single turbine before german invasion in june 1941. prototype boiler supposed have been built ashore evaluation, not completed until 1941, further complicated production plan.

sovetsky soyuz (russian: Советский Союз—soviet union) formally laid down 15 july 1938 in shipyard nr. 189 (ordzhonikidze) in leningrad, although evidence suggests construction began in january 1939 after slipway completed, necessary cranes in place, , working drawings had been completed. when war began estimated 21.19% complete, 15,818 metric tons (15,568 long tons) of steel assembled on slip. lightly damaged german air attacks , bombardments, and, material had been used during siege of leningrad, estimated 19.5% complete after end of war. thought given completing her, opposed regarded obsolete in light of experience gained during war. stalin s expressed desire see 1 of project 23-class ships completed delayed decision scrap her; ordered on 29 may 1948 , underway april 1949.

sovetskaya rossiya (russian: Советская Россия—soviet russia) laid down on 22 july 1940 in shipyard nr. 402 in molotovsk. after end of war 0.97% complete, 2,125 metric tons (2,091 long tons) of steel assembled. ordered scrapped on 27 march 1947.

sovetskaya belorussiya (russian: Советская Белоруссия—soviet belorussia) laid down 21 december 1939 @ shipyard nr. 402 in molotovsk, construction suspended in mid-1940 when discovered 70,000 rivets used in hull plating of inferior quality. fact influenced decision cancel on 19 october 1940. material intended construction used construct floating battery defense of leningrad.
