initially being excluded representation in lower house of philippine legislature in 1907, then-non-christian-majority areas of philippines — included department of mindanao , sulu, of zamboanga part — extended legislative representation passage of philippine autonomy act in 1916 united states congress. revised administrative code (act no. 2711) enacted on 10 march 1917 further elaborated on manner these areas represented. non-christian areas collectively represented in upper house s 12th senatorial district 2 senators, both appointed governor-general. 5 assembly members, appointed governor-general, represent 7 component provinces of department of mindanao , sulu — agusan, bukidnon, cotabato, davao, lanao, sulu , zamboanga — in lower house single at-large district. these arrangements remained in place despite abolition of department in 1920.


the voters of zamboanga province given right elect own representative through popular vote beginning in 1935 virtue of article vi, section 1 of 1935 constitution. after zamboanga city (which @ time encompassed basilan) became chartered city in 1936 virtue of commonwealth act no. 39, remained part of province s representation.


during second world war, province of zamboanga sent 2 delegates national assembly of japanese-sponsored second philippine republic: 1 provincial governor (an ex officio member), while other elected through provincial assembly of kalibapi members during japanese occupation of philippines. duration of war, zamboanga city (which @ time encompassed basilan) annexed province , not represented separately other chartered cities @ time.


upon restoration of philippine commonwealth in 1945 zamboanga province , zamboanga city retained combined pre-war lone district. after separating zamboanga city , receiving own city charter virtue of republic act no. 288 on 16 june 1948, basilan remained part of combined representation.


the enactment of republic act no. 711 on 6 june 1952 divided old zamboanga province zamboanga del norte , zamboanga del sur , provided them each congressional representative. in accordance section 8 of r.a. 711, incumbent continued serve representative of whole of zamboanga province (along zamboanga city , basilan city), until both new provinces elected separate representatives in 1953 elections.
