in february 1884, cecil brown (along brothers godfrey , frank) elected legislative assembly’s house of representatives. cecil proposed, passed, , had signed law first bill of legislative session, named turkey law . brown re-elected in 1886, 1888 , appointed chair of judiciary committee, , 1890.
while planning run vacant seat in house of nobles, brown appointed attorney general of kingdom of hawaii in newly formed cabinet of queen liliuokalani in november 1892. cabinet disbanded on january 12, 1893 , on january 17 coup d état resulted in overthrow of kingdom of hawaii.

the provisional government of hawaii established advisory council vested legislative powers. brown appointed on january 25, 1893 after declining appointment attorney general, made on january 16, evening before overthrow. on march 20, 1893 appointed commissioner of three-person committee tasked revision of hawaiian penal code, , appointed chair of judiciary committee. act calling constitutional convention (to brown delegate) passed on march 15, 1894 , convened may 30 july 3, 1894. brown 1 of signers of 1894 constitution of newly formed republic of hawaii.

brown resigned advisory council on october 25, 1894 run senate. elected in november 1894 , served continuously through 1904. during tenure in senate, brown served on council of state june 23, 1895 through 1901, , on senate judiciary, coinage, , foreign relations committees. in november 1904, though nominated, brown not re-elected. there talk of brown running again in general elections of 1906 , 1908, in 1910 re-elected. cecil brown retired senate in may 1914.
