born son of hon. edward russell, younger son of 4th earl of bedford , penelope russell (née hill), russell briefly attended st john s college, cambridge , joined royal navy in 1666. promoted lieutenant in 1671, appointed fourth-rate hms advice , transferred third-rate hms rupert , saw action, when combined british , french fleet surprised , attacked dutch, led admiral michiel de ruyter, @ battle of solebay off suffolk coast in may 1672, during third anglo-dutch war.


promoted captain on 10 june 1672, russell given command of fifth-rate hms phoenix , transferred command of fourth-rate hms reserve in mediterranean, in operations against barbary pirates in february 1675, command of third-rate hms defiance in december 1677. move third-rate hms swiftsure in march 1678 , fourth-rate hms newcastle in august 1680. in 1683 ceased employed, of members of russell family had fallen disfavour king, after discovery of lord russell s connection rye house plot.
