First dissolution of Parliament Viktor Yushchenko
on april 2, 2007, yushchenko signed order dissolve parliament , call elections. consider dissolution order illegal because none of conditions spelled out under article 90 of constitution of ukraine president dissolve legislature had been met. yushchenko s detractors argued attempting usurp functions of constitutional court claiming constitutional violations parliament pretext action; parliament appealed constitutional court , promised abide ruling. in meantime, parliament continued meet , banned financing of new election pending constitutional court s decision. competing protests took place , crisis escalated. in may 2007, yushchenko illegally dismissed 3 members of ukraine s constitutional court, preventing court ruling on constitutionality of decree dismissing ukraine s parliament.
