after period of relative calm, issue of kurdish autonomy (self-rule or independence) went unfulfilled, sparking discontent , eventual rebellion among kurds in 1961. kurdish separatists under leadership of mustafa barzani chose wage war against iraqi establishment. although relations between qasim , kurds had proved successful, relations had deteriorated 1961, kurds becoming openly critical of qasim’s regime. barzani had delivered ultimatum qasim in august 1961 demanding end authoritarian rule; recognition of kurdish autonomy; , restoration of democratic liberties. qasim’s response negotiate kurds , restored relations between arabs , kurds.
