dutch settlement in seventeenth century concentrated along banks of north river , upper new york bay, though maintained factorijs along delaware river well. although lenape did not recognize european principle of land ownership, dutch policy required formal purchase of land settled. settlement grew slowly, impeded willem kieft s mismanagement. in 1658, last director-general of new netherland, peter stuyvesant, re-purchased entire peninsula known bergen neck, , in 1661 granted charter village @ bergen, establishing oldest municipality in state.
