after turmoil of rrlf losing clubs , players after crisis of 2009-2010 , edward taturian split previous body , formed association of rugby league clubs (arlc). after no clear framework or competition introduced rrlf in 2010, arlc conducted regional league of north-west , center , south consisting of 6 teams each. following year inducted snnvs russia , followed becoming full-member of rugby league european federation on 22 february 2013 , rugby league international federation on 8 august 2013 after years of progress.
