emmi effenberger born in ruppersdorf, 1 of cluster of villages subsumed reichenberg (as known) in north bohemia, @ time ethnically , linguistically german region in austro-hungarian empire. father, many in area, textile worker. later became founder member of czechoslovak communist party ( komunistická strana Československa / ksČ), suggest must later have been helpful daughter in own political career. after concluding schooling moved on teacher training college , embarked on teaching career in nearby neustadt.

the nazi take-over across border in germany @ start of 1933 had knock-on effect in german-speaking parts of czechoslovakia, , emmi dölling briefly arrested. in 1934 became secretary national executive of textile workers union.
during 1938 , 1939 czechoslovakia invaded , incorporated enlarged german state. during middle part of decade, one-party rule brutally enforced in germany, czechoslovakia had become favourite destination exiled german communists, non-nazi political activists no safer in (former) czechoslovakia have been in post 1933 germany. in 1938 or 1939 rudolf , emmi dölling emigrated soviet union.
in moscow, husband, took job international red aid (mopr / Международная организация помощи борцам революции / МОПР), soviet sponsored communist welfare organisation, , comintern, working @ comintern academy. in october 1941 redeployed bashkortostan. in soviet union time editor @ sudetan germans freedom radio ( sudetendeutschen freiheitssender ). between september 1943 , august 1944 worked supress press agency, , between august 1944 , november 1945 worked in moscow press service institute number 205 , 1 of several organisations had emerged ashes of comintern after officially dissolved josef stalin in 1943.

in december 1945, 7 months after formal end of second world war, emmi dölling returned moscow prague, joining husband had made same journey 7 months earlier.
she relocated again in january 1946, moving had been administered, since previous summer, soviet occupation zone in germany. settled in berlin , transferred communist party of germany, taking job party central committee. following contentious creation in soviet zone of socialist unity party ( sozialistische einheitspartei deutschlands / sed), launched in april 1946, 1 of thousands of communist party members lost no time in signing party membership across sed.
as party employee emmi dölling held rank of department head ( abteilungsleiterin ) of sed party executive. became editor in chief of party newspaper einheit ( unity ) , in 1946/47 of neuer weg ( new way ). between 1947 , 1949 purposes out of action, ill tuberculosis. of time spent in sanatorium in sülzhayn.
from 1953 employed in party s press office, , later in agitprop department of party central committee. reflecting husband s military connections worked on free-lance basis ministry of defence.
in 1959 husband, had himself been appointed member of party central committee previous year, retired people s army , took appointment east german ambassador soviet union. 2 of them moved moscow remained till 1965 when rudolf dölling retired ambassadorial post. when returned emmi became member of national executive of democratic women s league ( demokratischer frauenbund deutschlands / dfd).
