flying conditions @ hoover field notoriously poor. arlington beach, local amusement park, located on north-northeastern edge of airport (next highway bridge), , landfill on north-northwestern side. trash in landfill on fire. smoke obscured landing field, , stench notorious through city of washington. united states department of agriculture owned 400 acres (160 ha) arlington experimental farm adjacent northwestern edge of field. public swimming pool located @ airport, , local children crossed runway it.
safety conditions @ airport poor due these , other obstructions local businesses , city officials again called construction of city-owned airport in safer location 3 months after hoover field rededicated. in late 1926, national aeronautic association sought lease hoover field mitten in order upgrade , turn washington s municipal airport. goal use hoover field temporarily while soil dredged potomac create new land near gravelly point much-expanded new municipal airport. these talks failed. in february 1927, group of aviators , aviation companies, led aviation pioneer henry berliner, called establishment of new, larger airport on site of across military road (the southern boundary of hoover field). although no field built there @ time, airport (washington airport) built there in 1928.
