kawano born , raised in kanagawa prefecture. attended national defense academy of japan, graduating in 1977 degree in mechanical engineering. joined japan maritime self-defense force, serving in number of command , staff positions.
in 1991, then-commander kawano took command of js oyodo, de-231. in 1999, then-captain kawano took command of msdf escort flotilla 3. in 2004, then-rear admiral kawano took command of msdf sasebo district. in 2008, kawano took command of mine warfare force. career temporarily in jeopardy when ship under command, jds atago (ddg-177), collided fishing boat , caused 2 fishermen go missing. in 2010, then-vice admiral kawano became vice chief of staff of joint staff council. 1 year later, in 2011, became commander in chief of self defense fleet.
on 26 july 2012, kawano promoted full admiral , became chief of staff of msdf, replacing outgoing admiral masahiko sugimoto. msdf chief of staff, involved in ongoing senkaku islands dispute.
