until riga peace treaty poland on 18 march 1921 ukrainian ssr had governotorial administrative division of imperial russia , consisted of ten guberniyas. administrative division confirmed during establishment of ukrainian state in 1918 when red army withdrew ukraine following treaty of brest-litovsk central powers.
in 1920-1921 series of territorial changes took place changing in administrative division.

donetsk governorate created out of surrounding kharkiv, katerynoslav governorates , don army oblast. created in 1919, advance of anton denikin reorganization temporarily halted.
kremenchuk governorate created out of bordering areas of poltava, kiev, , kherson governorates.
zaporizhia governorate created out katerynoslav governorate , taurida governorate (initially aleksandrovsk)
odessa governorate split kherson governorate once again last changing name mykolaiv governorate , acquiring dniprovsk uyezd of taurida governorate while peninsula became part of russian sfsr (later forming autonomous republic).
