after february revolution in petrograd, central council of ukraine proclaimed in kiev, autonomous entity within future russia. russian provisional government recognised competency of administration of 5 ukrainian governorates: kiev, chernigov, poltava, podolia , volhynia.

with communist october revolution , fall of provisional government, central council government extended claims 9 governorates according 1897 russian census more population ukrainophone. after several failed attempts take power in kiev , despite holding cease fire negotiations central powers, bolsheviks sent expeditionary force of vladimir antonov-ovseyenko overthrow government of central council. central council in turn appealed military support central powers stop russian invasion during number of soviet puppet states sprung across whole ukraine such odessa soviet republic , donetsk-krivoy rog soviet republic re-uniting in march 1918 single ukrainian soviet republic.


with of german army, ukrainian forces managed remove russian occupation forces. ukrainian government attempted implement own administrative territorial reform reviving long forgotten ukrainian term zemlia replace system of governorates , counties (uyezd). on march 6, 1918, central council of ukraine passed law start reform. end of april however, pavlo skoropadsky of german military administration in kiev caused coup-d état establishing hetmanate. reform lasted less 2 months aborted. previous governorates returned, while changes took places in regards borders. kharkov governorate enlarged eastward overtaken territories of east sloboda ukraine. in place of continental part taurida governorate, there created taurida okruha (district). ukraine received southern portions of belarusian governorates creating polissya okruha.
