baker have known henry herbert ludlow connections. herbert whig member of parliament , member of ludlow town council when baker awarded contract build ludlow buttercross. in 1743 henry herbert relinquished position member of parliament when inherited powis castle , became lord herbert of chirbury. in 1735 had been appointed custos rotulorum of montgomeryshire , lord-lieutenant of shropshire. , provided him power base dispense patronage in both montgomeryshire , shropshire. baker’s design of buttercross (which housed ludlow council chamber) based on james gibbs book of architecture (1728). buttercross impressed him. between 1748 , 1758 got baker alter house @ oakly park @ bromfield, outside ludlow. then, between 1748-54 baker undertook repairs @ powis castle, possibly in preparation herbert move castle. in 1748, herbert got william baker design , build town hall @ montgomery. new town hall intended accommodate court of great sessions when met @ montgomery , on herbert presided custos rotulorum. @ bishops castle baker submitted designs new town hall herbert in 1745, later town hall built , modified designs.
