castelo branco succeeded presidency general artur da costa e silva representative of hard-line elements of regime. on december 13, 1968 signed fifth institutional act gave president dictatorial powers, dissolved congress , state legislatures, suspended constitution, , imposed censorship. on august 31, 1969 costa e silva suffered stroke. instead of vice-president state power assumed military joint, chose general emílio garrastazú médici new president.
